Letters Patent

• Cowichan Bay Waterworks District was established by a Letters Patent in 1946. 
• A Letters Patent is a form of Order in  Council, passed at the Legislature in Victoria, setting out the rules for the Waterworks District. 
• It is a fascinating piece of history and has been amended many times over the last 75 years.
